It should be installing 3.16.0a1, but it's still trying to get 3.15.0. py install 3.16-dev works.
Somewhere in the install/match logic we are checking whether the requested tag is prerelease and using that to allow selecting a prerelease version on the first pass. Clearly that isn't working properly and needs to be fixed.
This also needs to handle all places where -dev may be specified in a tag, including list and exec commands. It needs to behave consistently in each of these places, and shouldn't change the behaviour of any other tags.
We also should assume that we can't change the publishing process that puts 3-dev in every release (pre- or final), though that is technically possible if it turns out to be necessary (it probably involves updating the repartition script to convert existing entries, but things are much better if we don't have to do this).
Also bear in mind that -dev is an arbitrary part of a tag, not a specified syntax. The only sensible match we can do is in CompanyTag to check _sortkey[-1] == "dev" (or some similar equivalent) and we just have to call this a special case. Actual prerelease version specifications won't match final release tags, so there's nothing to change there. It's just 3[.x]-dev that will match a final even when we'd prefer to choose a prerelease.
