Translate howto/argparse.po and howto/index.po #11

What this is

Two files from the HOWTO guides.

• howto/argparse.po: a tutorial on argparse, the module for reading command-line options. It has 144 strings.
• howto/index.po: the contents page of all the HOWTO guides. It has 32 strings.

The Punjabi pages are still in English, so both files need translation. One person can take both, or each file can go to a different person. Comment here with what you are taking so two people don't overlap.

The tutorial has many command-line examples, such as python prog.py --help. Keep the commands and their output as they are and translate only the text around them.
