feat(useMeasure): forward the box model to the observer

`borderBoxMeasurer` read border box sizes while the hook still observed
content box changes, so a padding-only change left the returned measures
stale. The third argument picks the observed box.

chore(deps): take @ver0/oxlint-config 2.0.2 for its declarations

2.0.2 ships a `.d.ts` beside every preset, so the presets type themselves
and the local ambient module declaration can go.

The `OxlintConfig` annotation on the override block stays: without it the
inline rule values widen to `string` and `plugins` to `string[]`, neither
of which satisfies the config type.

feat(useMeasure): accept custom measurer

Measures came from the content box only, so consumers laying out in
border-box read sizes without paddings and borders. A second parameter
takes a measurer deriving `Measures` from the observer entry:
`contentBoxMeasurer` stays the default, `borderBoxMeasurer` ships next
to it for opt-in border-box sizing.

Re-measurement still rides on the shared observer's default box, so a
padding-only change that leaves the content box intact emits no new
measurement.

fix(package): export package.json subpath

The `./*` catch-all mapped `@react-hookz/web/package.json` to
`./dist/package.json`, which the build never emits, so tooling that
reads dependency manifests could not resolve it -- Storybook probing
for the `storybook` field warned `unable to find package.json for
@react-hookz/web`.

Verify: from a dependent package,
`node -e "require('@react-hookz/web/package.json')"` resolves the
published manifest.
